The Fish and Wildlife Service says landowners, public land managers, and local governments in the lower 48 states and the District of Columbia can register for permission to destroy resident Canada goose nests and eggs. There's no fee for registering, and FWS doesn't seem to decide whether to issue permits, just tracks who registers and has rules about methods.
I don't think I want to rummage through nyc.gov to find out if they did last year, because if they didn't, why give them ideas?
